To obtain the Android SDK, I simply suggest following the tutorial available on the RunRev site:
As you will see, there are separate tutorials for downloading the Android SDK for Mac or Windows.
Although the Android SDK comes with a simulator, one advantage of developing for Android devices (as compared to developing for the iPhone/iPad) is that you can immediately test your LiveCode project on an actual Android device.
